Entitlement Filter Dropdown Is Empty in Okta User Entitlement Report

Okta Classic Engine
Okta Identity Engine
Admin Roles

Overview

When running a User Entitlement report in Okta, the entitlement filter dropdown may appear empty, and searching for entitlements yields no results. This occurs because Okta requires an application selection in the filter before an entitlement search can occur. Resolve this by selecting the target application in the filter before searching for the specific entitlement.

Applies To

  • Okta Identity Engine (OIE)
  • Okta Classic Engine
  • Identity Governance
  • Entitlement Management
  • Reports

Cause

An application is not selected in the filter before searching for an entitlement. Okta returns zero relevant entitlements in the filter dropdown until an application is specified.

Solution

How is the entitlement filter configured in the User Entitlement report?

Configure the User Entitlement report by verifying entitlement management is enabled, selecting the target application in the filter, and then searching for the specific entitlement. The included example image demonstrates selecting the Okta Admin Console application before filtering for the OrgAdmin entitlement.

  1. Confirm that the relevant application has entitlement management enabled and that entitlements for that app exist.
  2. Select the target Application in the filter.
  3. Search for and select the specific Entitlement.
