Policies - Mimecast SMTP Error Codes documents the cause as "The sending mail server is subject to Greylisting. This requires the server to retry the connection between one minute and 12 hours. Alternatively, the sender's IP address has a poor reputation."
From Okta's perspective, this is an issue between the user and their e-mail provider. The solution is to either:
- Wait until the greylisting period is over.
- Ask the user who is not receiving e-mails to work with their IT department to get Okta IPs allowlisted.
