Okta handles email notifications differently for protected actions and rate limit warnings. When a Super Administrator performs a protected action, Okta sends a Blind Carbon Copy (BCC) email notification to other Super Administrators, excluding the initiating administrator. In contrast, Okta sends rate limit warnings to all administrators to ensure broad awareness of potential service impacts.

How does Okta handle protected action notifications?
This notification system ensures oversight of sensitive system changes. By design, Okta notifies only Super Administrators other than the one performing the action. This design prevents an administrator from performing a sensitive action without others being aware. When a Super Administrator performs a protected action, Okta sends an email notification via Blind Carbon Copy (BCC) to all other Super Administrators. Okta intentionally excludes the administrator who initiated the action from the notification. Add a secondary email address to one of the Super Administrator accounts to ensure notifications reach a shared mailbox.
