Why Desktop MFA Is Not Asking Users for MFA

Overview
When setting up Desktop Multi-Factor Authentication (MFA) for Windows or macOS, the user must have already been enrolled in a supported authenticator.
Otherwise, Desktop MFA will continue not to ask a user for MFA at login until the end user is forced to enroll within the browser with an authenticator.

Cause
If there is no authenticator set-up, Desktop MFA does not have the capabilities to enforce the enrollment.
Solution
The user must sign in from a browser and enroll with an authenticator before using Desktop MFA.
