This article explains the default timezone used for Okta Reports.

The default timezone for all Okta reports is UTC. The only exception is the reports generated from the system logs in the Admin console under Reports > System logs > select time frame/ Time zone > Download. Even if the date below is changed, the CSV downloaded from the System Logs will remain in the same UTC timezone as the other reports. There are no options in the Okta Admin console to change the UTC timezone for other Okta reports.
