Overview
Databricks provisioning flow fails with the following error visible in the Okta dashboard:
HTTP ERROR: 403 Reason: Problem accessing api/2.0/preview/scim/v2/Users is only accessible by admins

Cause
The permissions of the account used for enabling user provisioning are incorrect on the Databricks' side.
Solution
- Refer to Databricks: Configuration Guide. On the Databricks side, verify that the account's permissions for enabling user provisioning are correct.
- Go to Okta Admin Console and navigate to Applications > Applications > Databricks > Provisioning > Integration > Edit.
- In the Base URL field, enter the SCIM URL from Databricks.
- In the API Token field, enter the SCIM token from Databricks.
- Click Test API Credentials, verify the connection was successful, and then click Save.
- Attempt the failed tasks again. Navigate to Dashboard > Tasks. Any failed assignments should appear under Tasks.
- After identifying the failed task for the user that should be retried, click on Retry Selected.
