Overview
Custom app admin's roles cannot see or use Access Request, even when they are Access Request admins.

Cause
The Access Requests tab is not visible to admins who have partial access to applications (for example, custom roles). However, it should only be visible to admins who have full access to manage all applications — typically, Default App Admins.

Admins with partial application access cannot see the Access Request tab.
This update aligns with our goal of ensuring the UI accurately reflects admin capabilities and avoids confusion around permission scopes.
Solution
- Those admins will need to be assigned as Default App Admins, with full application management permissions.
