This article explains a current limitation within Okta Identity Governance (OIG) that prevents the creation of a custom administrator role with limited permissions for the Access Requests Admin Role Permissions.

Cause
The Access Requests administrator role includes a fixed set of permissions and a predefined resource set that cannot be modified. The platform does not currently provide the functionality to customize these permissions, such as limiting visibility to the People directory to read-only access.
Solution
While Okta allows for the creation of custom admin roles with granular permissions for many features, the permissions associated with Access Requests cannot be assigned individually or modified.
Assigning these permissions grants the entire, unchangeable Access Requests administrator role.
