Create Users API Call Fails with HTTP 501 Error

Lifecycle Management
Okta Classic Engine
Okta Identity Engine

Overview

While making a POST /api/v1/users API call to create a new Okta user, the API call fails with an HTTP 501 Unsupported Operation error and an E0000060 error code. Group IDs of groups that the user should be added to are included in the API request body.

Applies To

  • Okta Users API
  • Universal Directory

Cause

One or more of the Group IDs specified in the API request body references an Okta application group, an automatically populated Okta group such as the Everyone group, or a deleted Okta group. Because Okta cannot add the user to these groups, the API request fails.

Okta application group membership is managed in the source application, and the Okta Everyone group is automatically populated. As a result, users cannot be manually added to these groups.

Solution

Review the Group IDs submitted in the API request body and remove any that reference application groups, the Everyone group, or a deleted group. Then, make the API call again.
