Solution
Okta FastPass is a functionality of Okta Verify, when enabled this gives the option to every user that is allowed to enroll in Okta Verify to enroll in FastPass as well.
Enrollment policies can be set up to allow a group of users to authenticate with Okta Verify and implicit FastPass when accessing Okta or specific applications.
