Solution
Okta does not support Client-side certificates with RADIUS EAP-TTLS Integration.
Client Certificates are digital certificates that users and individuals use to prove their identity to a server. These certificates may be installed on the device itself or embedded on a Smart Card. SSL Certificates, also known as "Server Certificates," are used to protect servers and web domains.
Okta recommends using SSL certificates to support Okta RADIUS with EAP-TTLS Integration.
