Overview
This article goes over why the end users cannot find the buttons to set the authenticators from their Dashboard's settings.

Cause
This is caused by "Deny enrollment of all authenticators" being toggled on.
Solution
The solution is to toggle off this option by going to Security > Authenticators > Enrollment > Specific policy > Specific rule > Press on the pencil near the rule at the bottom > Uncheck the last option, "Deny enrollment for all authenticators".
