To enable users to edit attributes, Okta must be the authoritative source for those attributes. This entails achieving attribute-level source, which involves Okta assuming exclusive management control over the specific attributes.
To set the attribute as mastered by Okta:

Navigate to Directory > Profile Editor and click on

Navigate to the desired attribute and press on the

On the pop-up, change the Source priority to Inherit from Okta and User permission to Read-Write.

Now the attribute can be editable from the Okta User Dashboard in the top right corner, expanding the user menu.
