Solution
For an Admin to have full control over Imports, Activation, and Deactivation of users (from Active Directory and Apps) they need to have a Super Admin role or the following combination of other Admin roles in Okta:
- Organization Administrator
- Group Administrator
- Help Desk Administrator
- Application Administrator (to run imports from the specific application)
