This article discusses why new users are not prompted to select a security image at initial login.

Here are the circumstances under which a security image appears/does not appear:
- When an account is created and initially placed in STAGED status, then later set to ACTIVE, the user will need to manually set a security image in order to complete the account setup.
- When an account is created and immediately set to ACTIVE (without being placed in STAGED status first), Okta will randomly select/auto-generate a security image for the user account. The user will not receive any prompts to set a security image since this has already been set by Okta.
- The org was upgraded to the Okta Identity Engine (OIE). For OIE, the security image was deprecated.
