This article will explain why scheduled imports trigger at various times, even though a time has been selected for the import.

The scheduled imports will trigger automatically after the amount of time configured (X mins/hrs/days) from when the previous import job was completed.
For example, if the previous import started at 6 pm and was completed at 6:05 pm on the same day, the next import will start at 6:05 the following day for a scheduled import set to once a day. The import completion time depends on the data that has been changed between the two imports.
There is an Early Access feature named Cron based User Import scheduling which Admins can enable from the Okta Admin Console > Settings > Features. Once this is enabled, the Admins can control the exact time the import will be triggered.
NOTE: This feature does not apply to Scheduled Imports for Active Directory.
