Solution

The system@okta.com account is the Okta tenant itself. When an event is done by the system, it is logged to the System logs as Okta System (System Principal)Basically, system@okta.com is the Okta system performing actions or logging information, such as when a rate limit is exceeded, when suspicious activity is observed, when email delivery fails, etc. The system@okta.com will act and log an event in the System logs. For example, please see the screenshot below.
