Solution

These emails typically come from the Request Help submission on the Help page for the Okta site: https://{org}.okta.com/help/login. Users can access Request Help features by clicking Help from the sign-in widget or from Request an App in the footer of their application dashboard.

Remove the Help option for the login widget by following this article :

Also, configure a custom URL for users to access. To direct users to a custom URL when they click Help from the Okta login page, can also modify the Help URL in the admin console (Settings > Customization > Sign-In Page).

To disable the option for users to Request an App from their dashboard, also deselect Allow users to email "Technical Contact" to request an app under Applications > Self Service > User App Requests. Alternatively, directing them to a custom URL may be preferred. Also, enter it in the Help Link (optional) field under Settings > Account > End User Support.

A third scenario exists where this email may be observed. If an end-user allows their Activation Email token to expire, there is a button to Request Help, which opens a window with all the same options. There is no option to disable or re-direct this specific workflow.
