Okta Verify is Offered as MFA Enrollment when Not Enabled

Overview
When a customer enables push notifications within MFA Factor Types, this can activate Okta Verify as an Optional factor for enrollment even when Okta Verify is not showing as enabled.

Cause
Even if the Okta Verify factor is disabled as an enrollment option, if the factor was disabled with the push notification, the push notification will still be available. This is a known issue that is being addressed. 
Solution

To resolve this issue, go to Security > Multifactor > Factor Enrollment in the Okta Admin Console and check if Okta Verify Push is listed as one of the Eligible Factors.

If Okta Verify is not enabled, perform the following:

  1. Go to the Factor Types tab and activate the Okta Verify factor.
  2. Then go to the Factor Enrollment tab and disable Okta Verify factor from all policies.
  3. Return to the Factor Types tab, edit Okta Verify Settings, uncheck Enable Push Notification, and then deactivate the Okta Verify factor.
