This article addresses the situation in which, when looking at the "Okta Administrators" group from the Admin Dashboard or via an API call, it will not show any user.

Solution
By design, the Okta-managed "Okta Administrators" group can only be assigned sign-on policies but no applications. Therefore, not seeing any user is the expected behavior.
