Solution
To obtain the Identity Provider Certificate value (from Okta), the Okta Admin/Mimecast Admin will simply need to:

Paste the copied Metadata URL value generated from viewing the app's SAML setup guide.

Click on the Import button after pasting the copied Metadata URL value provided by the Okta Mimecast app.
The Identity Provider Certificate text box will be auto-filled with the correct Identity Provider Certificate (metadata) value on Mimecast Admin UI accordingly.
