This article explains why the Desktop (Windows and macOS only) option is not available to be added as a management platform in Device Integrations and what needs to be done in order to have it available.

The Adaptive MFA is required for that option to be available, which may not be enabled for the tenant. Please reach out to the Account Executive responsible for the org. for further details on how this feature can be enabled. If unsure who that person is, please open a case with Okta Support.
