Administrators can import multiple users into Okta simultaneously by uploading a Comma-Separated Values (CSV) file. This process allows for the bulk creation and activation of user accounts directly from the Okta Admin Console.

What are the steps to import users from a CSV file into Okta?

Import users into Okta by downloading the Comma-Separated Values (CSV) template, populating it with the required user attributes, and uploading the completed file in the Okta Admin Console.

1. Access the Okta Admin Console.
2. Navigate to Directory > People.
3. Select More Actions, and then choose Import Users From CSV.
   
4. Select the this template link in the Import Users from CSV window to download a template CSV file.
   
5. Complete the mandatory attribute fields (login, firstName, lastName, and email) in the template. The template includes headers for all attributes defined in the current Okta user profile.

NOTE: Do not delete the first-row header. Subsequent rows must contain one user per row, and administrators must enter all mandatory information in the corresponding columns. Do not enclose entries in quotations. Do not leave columns empty unless leaving the same column empty for all rows, and they are not mandatory attributes. The entries , and "" are identical and function as empty strings.

6. Select Upload CSV. Okta runs a validation process to ensure the file is formatted correctly.
7. Correct any errors or note the success message, and then select Next.
8. Choose one of the following options in the Import Users from CSV window:
   • Automatically activate new users: Okta automatically activates newly imported users.
   • Do not create a password and only allow login via Identity Provider: Okta does not send activation emails or prompt newly imported users to set up an Okta password. This is recommended only for users who authenticate through an external Identity Provider.

NOTE: To edit the Do not create a password and only allow login via Identity Provider option, enable the Automatically activate new users option first.

9. Select Import Users.

NOTE: Okta validates that the CSV file format is correct and meets all attribute requirements. A summary lists the number of new users, uploaded users, unchanged users, and the number of users that incurred errors. If Okta finds errors, select the Download link to view the error report.
