This article describes how to limit the number of successful logins per hour.

Solution
It is not possible currently to limit the successful logins per hour as our current rate-limiting buckets achieve this in the product. For example, when the end user goes to the login page, the rate limit is 600 for enterprise accounts (at the time of this writing), and once the end user is logged in, they fall into a smaller bucket of 4/logins per second.
