This article applies when creating a Google Workspace for a user who initially does not have access to email.
When an account is pushed into Google Workspace during Okta account creation, how will that account receive the Okta welcome email to activate the Okta account and log in to Gmail?

An account creation flow in Okta for this use case would be:

Create the users in Okta and select the Activate later option. The user will be created in a Staged status, and the activation email will not be sent. Therefore, it will not end up on a bounce list, since the email address does not yet exist.

After the users are created, the Google Workspace app can be assigned, which will create the email addresses for the users.

With the app assigned, the user can be activated from the Okta admin dashboard, which will send an activation email.

As users do not yet have access to Okta and cannot access the activation email in Workspace, manually assign them a password using the Set Password & Activate button.
An alternative would be to go under Customizations > Other and enable the Secondary email address under Optional User Account Fields.
The activation email will also be sent to the secondary email address. Using a secondary email address would allow users to use a personal email address on their accounts (Secondary email is used for sending password reset and account creation notifications; disabling secondary email will restrict notifications to the primary email).
