The admin redesign was launched in 2020. This is the new GUI for administrators.

How does this blocker impact the upgrade to OIE?
OIE is built on the new design aesthetic, and many of the OIE specific menus do not have an old admin console design. This org needs to be on the new admin experience to upgrade to OIE.

How to remediate this blocker?
The customer should enable this Feature before upgrading to OIE.
