Overview
End-user dashboard layout customization does not apply to newly assigned apps.

Cause
This is expected behavior and by design. If the admin applies the dashboard layout to all users and then assigns an application to a user, the application tile/icon will show on the default tab for that user, even if the admin set it to show on another tab prior to the application being assigned.
Solution
To solve this, reapply the dashboard to all the users every time a new user is assigned to the application.
