This article discusses whether increasing the complexity requirements of the minimum password length requires users to change their passwords.

Solution

No, increasing the complexity requirements of the minimum password length will not require the users to change their passwords. 

New password complexity requirements of minimum password length will apply when the user is required to make a password change (based on password age - Password expires) or whenever a password change is initiated (change password or perform self-service password reset).
