This article clarifies whether an administrator can remove applications that a user manually adds to the Okta End-User Dashboard.

Administrators cannot remove personal applications added by a user because these applications do not have application IDs (IDs) to reference within the Okta Admin Console.
To manage the setting that allows a user to add personal applications:

Go to Applications > Self Service.

Select Settings.

Locate the User App Requests section.
