Overview
This article addresses the situation in which the activate button is greyed out for the YubiKey.

Cause
Yubikey seed file is not uploaded.
Solution
Before enabling the YubiKey Factor, Okta Administrators will first need to configure YubiKeys and generate a YubiKey OTP Secrets file known as the YubiKey Seed File. This is accomplished using the YubiKey Personalization Tool. The YubiKey OTP secrets file is a CSV file uploaded to Okta to activate the YubiKey. The Activate button will be greyed out until the YubiKey Seed File is successfully uploaded.
