We’re unable to activate a Microsoft personal license because our organization is still linked to Microsoft through OKTA as a business. However, we no longer have an active OKTA subscription.
How can we completely unlink OKTA from our Microsoft organization without an active plan? Any guidance or steps would be greatly appreciated!

If you still have access to the Okta UI and the O365 configuration, you can simply switch it to SWA as mentioned in this article. Please review all the considerations and also note that the change is not necessarily instant.
Otherwise, if you no longer have access to the Okta UI, you should be able to do it via Powershell as mentioned here.
