Is there a way to administrator the Admin UI using REST APIs?

At this time there does not seem to be an option available for this. The API functions for ASA can be found here:
https://developer.okta.com/docs/reference/api/asa/introduction/
However you can add a Feature Request on our Idea section, for a chance that this functionality to be added in the future.
