How can I enable or disable the Recently used applications pane for ALL users in their landing page? Presumably this can be done from within the Super Admin UI?

From the Admin Console, you can enable /disable the recently used apps pane
For that from the admin dashboard you have to go to Customizations > Other. Scroll to the Recently Used Apps section, and then click Edit.
What is the time out for what is considered recently used? Can it be made shorter or longer?
