As you mentioned, apart from installation/configuration & upgrade of the App, For login into the application via Push Notifications, you need Internet access. for login via OKTA Verify Code, you dont need internet access.
we have not measured the internet consumption on daily basis but it should be minimum just a few MBs, depends upon how frequently you login & session parameters as well.
