We have okta configured on a NetScaler for our Gateway A and we have a second Gateway B we would like to add to Okta too but with one NetScaler application we can only use one login URL (gateway). Can we add a second NetScaler application to add a second login URL?
MyCompany.okta.com Login URL A = Web.MyCompany.com
MyCompany.okta.com Login URL B = Receiver.MyCompany.com

When setting up Netscaler, you must specify the Login URL = HTTPS FQDN of your NetScaler gateway portal site. As these are different in this case, you should be able to set up two separate apps to do this.
