The Device Registration Task installs without error, but the user doesn't get a certificate. The okta event log is empty. All other users working fine.
Found the answer. An installation had disabled the Time Broker service which, in turn, stops the Task Scheduler service from starting. Set the Time Broker service to Manual start via the registry and rebooted.
