Okta maintains all identities of deactivated users in the system for your audit purposes. One issue we have heard often, is the desire to re-use a username of a deactivated user.
We now have in Early Access (EA) a new feature that lets you "Tombstone" a username. This frees up that username for use by a new user, but still keeps all the data intact for the deactived user.To find out more: Okta Help Center - Using the Okta People Page
