Client sites' firewalls blocking Okta plug-in.

Many of our users are at client sites that are located behind client firewalls.  We are finding that some client firewalls are blocking the installation of the Okta browser plug-in.   Has anyone else experienced this and if so, were you able to resolve it.

A couple of things could be accuring.  One is that the user doesn't have policy to install the plugin.  The other is that the sites are blocking ips.  Here are the Okta IP's for whitelising them:
