Hi Gaurav,

Okta does not currently provide email OTP for MFA. We do use email OTP for forgot password and reset password flows. If users do not have smartphones, SMS might be an option, but if no phones are available for the user, you may want to look at our integration with Yubikey (https://www.yubico.com/2015/09/yubikey-to-secure-okta-adaptive-mfa/) for secure tokens.
