I see that all times used in SAML response ( like issueInstant, not-before , not-after etc) are in UTC time zone. This caused validation errros through SAML librabry as it picks system time of the server where SP is running. What are the strategy you suggest to work with it? How can I resolve this timezone issue?
Unfortunately, the time zone is not a configurable or editable on the Okta side. I recommend contacting the service provider for this issue, as UTC is generally the standard expected time zone in SAML assertions.
