Can users see what applications we have developed?

Say we have three applications configured for our organization. We've provisioned one app to an end user. Can that end user see that we have the other two available?

They certainly can, but you would need to do a few steps to enable. When a user select "+ Add Apps" from their portal page they could be offered a page similar to below:

But before the applications on the right hand side get presented you would need to go to the admin interface, and on the "Applications", "Self Service" tab enable a few options. In the first part of the form enable either Organisations Apps & Managed Apps (this can be further restricted if say you only want to provide the companies Managed Apps if you like).

And in the second selection check box the apps that you want to appear in the right hand side of the above screen shot. So things would look like this:
