Password Reset issues

Users are able to reset the password from their launchpad but when they try to reset it through the "Forget password" option,They click on the link which comes in their secondary email,answers their security question as well but not able to reset it.There are errors like : Password could not be changed, Please contact your administrator,You don't have permissions to perform this action.Why is it so?

Where are the user's mastered, are they Okta or AD mastered? It possibly depends on their location as to the answer.

AD mastered but they are able to reset it from Okta's console.
But forget password doesn't seem to be working.
