User not getting activated with password having special character #

Hi,
When a user is imported in Okta, we are sending an activation email to allow users to activate the account and choose their password and security question. Intial status for that user is shown as "Password reset" in Okta portal

Now, when a user tries to set password and choose recovery question. he selects a password with special character as #. The screen displays a message saying user has been registered but the status of the user doesn't change to active and is still shown as "Password Reset".

Ultimately when a user tries to login with chosen password and username , the screen displays a message as "Sign In Failed" because user has not been activated.

Can you provide your input if the characters like # are not allowed? if not, then what could be the reason the user is not getting activated?

The best way to validate is to try a simlper password without the character and see if that is causing the issue but most likely that is not the cause. The invalid characters are shown in an error message when setting up the password.

There is many things we need to take into consideration before we check if the user is not being activated after the flow described is followed.
