Issue with users activation via email for the ported users from AD, which stayed inactive for a few months

It seems that Okta has an issue with user actication if the users were ported into Okta from AD and stayed inactive for a few months. There is no issue with a brand new users activation. Is there some sort of undocumented timer or Okta has a bug?
The response from tech support:
"For us to be able to generate an activation email we had do deactivate the users and reactivate them.
Right now I'm looking for the easiest way that would allow you to deactivate and reactivate the users that are in a Pending activation state."

Activation emails are valid for seven days by default, but this is configurable. To change the expiration length, browse to Admin > Security > General > Organization.

It turns out the users would need to be re-imported into Okta from AD as "Activate" the user button does not generate an activation email.
