How can I provision/deprovision portal users (portal only customers) in Atlassian JIRA from Okta?

I'm looking for an option to provision users (JIRA Service desk Portal Only Customers) from Okta into Atlassian JIRA Cloud service desk application.
The support is telling me that Provisioning paid add-on is not enabled on my org, but there is no information if the Provisioning feature would support this functionality for these specific users at JIRA.
The other alternative I was thinking to use is "Group Push Feature" to push users into Atlassian JIRA.

I would like to know if any other Okta customer was able to accomplish this w/o paying for Provisioning feature. If so could this be shared with other customers.

Hi Aleksey Shchukin, unfortunately Okta cannot provision portal Only Customer but you can pick an option from the Customer permissions where anyone with an account on your Jira tenant can access the Portal.
Another way is to add customers to your service desk by groups where the group members asre provisioned from Okta.
