how do i set up a new RSA token for an external user

Kevin TurnerKevin Turner (Okta, Inc.)
The token would need to be sent to the external user, and they would need to register the token to the RSA Authentication Manager server as normal.

The username associated with the Okta username would need to be the same. Once the external user has registered his toke with RSA they can then register it with Okta from either Okta user settings (towards the bottom left hand corner they would see similar):

Or if you've setup an MFA enrollment policy then they would get prompted to register it during the next logon or application access.
