help desk role can't unsubscribe to user lockout notifications?

My helpdesk admin folks are receiving lockout notifications, but they are unable to unsubscribe from them in the admin console.  Is this by design?

Hi Nicole,

Okta Administrator can opt out from specific notifications by navigating to Admin > Settings > Account > Email Notifications section > Edit and tick off the 'User lockouts' option.

Tried this and not available for Help Desk specific role. It is available for Super Admins. Have not checked other roles.

Has there been any update to this? I am having the same issue with Help Desk Admin getting these louckout emails and they are unable to opt out.
