Changing passwords in okta does not sync to G-suite

If a user changes the password in okta it syncs to AD but not to G-suite. Our old password change app works fine, if I change the password directly in AD it works fine, just not with Okta

Okta would need the Lifecycle Management feature enabled (Provisioning tab on the GSuite App in Okta).  You would then need to sync password from Okta to GSuite.

We dont have the lifecycle management feature. our current setup is okta>AD>gsuite, a password change in okta will sync to AD fine, but then it does not sync to gsuite.

Also we discovered that this issue only impacts old users, any new user works fine.
