User unable to bypass welcome to Okta configuration

Issue: A user is asked to create a security question and answer every time they log in.

Applies to: Self Service

Cause: known issue that can sometimes occur if no "secondary email" is provided

Resolution: Enter a Secondary Email for the affected user:
  • As the admin:
    • In the OKta Admin Console, navigate to Directory > People
    • Click the affected user and then click the Profile tab
    • Click Edit and provide an email address in the Secondary email field.
  • As the affected user:
    • Log into Okta
    • Click your username icon at the top of the screen and click Settings
    • In the Personal Information field, click Edit
    • enter an email address in the Secondary email field.
